No, as I said, I called wvdial with its own config file from a terminal, for dialup modems. I think I had to make certain files SUID, but this is long ago, I don't remember the details.
I have also used network manager to setup cellular connection (gsm or similar). I don't know exactly how this works.
Having setup my private server with 13.1 and wanted to configure a dsl line, smpppd comes in very handy. So dropping it for now is not a good idea imho.
