if you want to stall every proposal until all bugs are provably solved, you would go nowhere. Once again from me: Read the whole proposal. Phase 0 includes fixing the known bugs in systemd. If you think there are bugs, tell about them in bugzilla. Otherwise, your bugs can not be fixed. Yes, there will be additional new bugs, but this is to be expected.
I am in favor of the proposal. It is a nightmare to support two different init systems. Systemd has the backward compatibility to use the old sysv init-scripts, and there is no plan to disallow them tomorrow.
