So this is feasible and the time to discuss such change, is before the release freezes ie now, not a "wouldn't it be nice" at RC1.
Branch the libzypp package, modify the default zypp.conf to enable the line multiversion = provides:multiversion(kernel) submit request your change back. If you need more guidance don't hesitate to talk to me at freenode.
To make updates safer for all, commenting in the "multiversion" line is all that's required. How will that actually happen without a Feature Change request?
