Yes. Since 6 year old tumbleweed snapshots will be hard to find, she would need to find a path to update to current rpm. And one of these paths would be to use the -- still available on the internet -- rpm versions of released Leap products to get up to a rpm version that can install the current tumbleweed rpm.
42.{123],15.{012} to finally Tumbleweed would have been the way to try to fix this. Or just booting from the DVD and updating from there.
