It probably does if you have the right init. How about the situation when /sbin/init is a link to systemctl and normal init (from sysvinit) is running (or vice versa)?
Oh, sorry, I misread your email. I doubt very much that this is a supported scenario. The man page for systemd seems to suggest that it will work, but I am almost positive that sysvinit won't know about systemd.
