But I was not able to zypper in opensc. I had to download it and install it manually from OBS.
That was when I realized download.opensuse.org itself does not list the opensc package:

The repo will only by updated after the next build of openSUSE Leap 15.0 is published which happens automatically controlled by the totest-manager process, same as used for openSUSE Tumbleweed. https://openqa.opensuse.org/group_overview/50 shows a bit of status about it. Whan you can also see on this openQA page is that the latest build does not have this black certificate star, meaning not all openQA job failures are triaged and labeled (bug or test issue) so I assume this has to be done first before the build is published. However, the last build on openqa.opensuse.org is 191.1 from 4 days ago which is older than the last SR adding opensc back to the OBS project so: First there has to be a new build within the OBS project, then it has to be tested by openQA, then released.
Curiously, openSUSE Heroes, for example, has that package:
