Why not just do the -v3 only on Tumbleweed x86_64 and leave Leap as it is. Those that want speed probably are on Tumbleweed and those on "antique hardware" can still run Leap. To me that seems like a great compromise.
SUSE ALP (~ SLE 16, June 2024) supposedly will be x86-64-v3 only. Derived openSUSE Leap (16.x?) possibly will be x86-64-v2 only. Tumbleweed can be used for "antique" hardware. That is why I insist on supporting basic x86-64 (AKA x86-64-v1), while I support deployment of x86-64-v2 and x86-64-v3. We can use x86-64 + some new instructions, and x86-64-v2 + some new instructions. Such as x86-64 + {CMPXCHG16B, LAHF-SAHF, POPCNT, SSE3} or x86-64 + {LAHF-SAHF, SSE3}. Or x86-64-v2 + AVX. See https://code.opensuse.org/leap/features/issue/79 for some details.
