You do know that tmp stands for "temporary" right? That's pretty much the end of the conversation right there, regardless if that dir ever used to be cleaned automatically or not.
The system is not the exclusive owner of temporary space. People can use it for temporary purposes of their own. The system is free to erase the temporary files it creates, but not the temporary files created by others - - unless the admin explicitly says otherwise. The problem is that the system is unable to keep track of its own temporary files, so it erases all.
