Everything is ultimately controlled by the init system..that's the point whole point of it.
Some of the non PID1 systemd helper binaries are consumers of udev, just like the rest of system.

What has dbus activation to do with udev.. ? this is also a completely different thing.
Even though there is a lot of documentation written it seems people remain seriously confused about a whole lot things. :-(
