Correct, the OBS checks don't allow a symlink to a file not yet there (/run/lock), and we cannot package /run/lock because it's dynamic created by systemd and contains special ownership, which creates a funny, not always solved correctly dependency cycle. Beside that three package did create /var/lock in the past ...
