With some luck you don't need the proprietary, closed source crap (while hplip itself is open, it loads some binary modules for "advanced" functionality, e.g. scanning).
Only for certain printer models. No model that I ever owned needed the
proprietary plugin, although (or perhaps because?) I always bought
cheap ones. Many HP models just need the cups raster driver and a PPD,
or even work in "driverless" mode as you just described. If you install
hplip, you'll get some extras like being able to display toner supplies
with "hp-toolbox".
The many different possibilities how to set up these printers are
confusing. Unfortunately we don't have good heuristics to decide which
works best.
