This sounds like the best solution to me. After all, we still have autoconf213 package with autoconf 2.13 which can be used to build packages which are incompatible with newer autoconf versions.
Yep, providing all automake versions in parallel (like Debian does AFAIR) would be nice and this is IMO also what upstream recommends. This would make it easier and faster to patch existing source tar balls.
