Well, permanent as long the USB key doesn't break or the noise generator inside is considered broken..or the the hash algorithm used (skein 256) becomes "weak"...
Or Hot unplug... Magic or an algorithmn? All kinds of things are likely to be going on in a modern OS, without your say so. cron.daily scripts, GC's, new features coming like auto-defrag on BTRFS. Having such packages uninstalled defends those who care a lot about the entropy pool, who bother with hardware solutions.
