That's intentional, network connections are system settings after all. The authentication should be only needed once when you create the connection though. If there are prompts when you activate a connection it would be a bug.
Okay, its a feature. To activate the connection I dont need the root password.
Also there is a Proxysettingwindow who appears randomly. It mades no matter if I insert the root-Password. It disappears seconds later or immediately. That sounds like a bug in the app that handles proxy settings.
