The software usually does not rebuild if it does not change.
Any changes you make to get it working on factory will trigger rebuilds for every other release as well. For instance kdelibs3 was rebuilt for openSUSE 11.4 two days ago. There is no reason to do that, once it is working on a given release it can be disabled for that release.
