KDE has an on-disk cache for the application menu entries, to not have to go through all .desktop files on your system when you open the application menu (that's the reason why it opens instantly even if you click on it the first time) .e.g.
It should get updated automatically when new/modified .desktop files are detected (in /usr/share/applications/ e.g.). You can force it to be regenerated immediately by running "kbuildsycoca5" (as user).
Even better, use the correct macro in the spec file of the RPM to update the cache.
I wouldn't see kbuildsyscoca5 running for each app installed we're going to scroll down every installation, especially TW one when thousand of packages get updated.
