I noted this behavior on an ATI card (x1600) as well as on an Nvidia card (7900GS). The other expected effects work fine. X11 reports that all drivers and extensions where loaded and ready. KDE is fine in all respects. On a 10.2 installation on the same machine everything is ok.
This is only true on x86_64 - x86 is fine at all.
Looks like compiz crashed. Please check your ~/.xsessions-errors.
Accidently it looks like a bad standard configuration. By carefully looking at the working x86 installation I found the missing values. In /etc/gconf/gconf.xml.schemas/schemas/apps/compiz/plugins/decoration/allscreens/options/%gconf.xml in line 125 section command is the value "gtk-window-decorator" missing as well as in /etc/gconf/schemas/compiz-decoration.schemas in line 340 a few lines after the value "/apps/compiz/plugins/decoration/allscreens/options/command". Modifying these two instances makes it work as expected. It looks like the configuration files are incompletely written in x86_64. I verified this on a different machine as well.
