If you consider that many bugs will not even be seen until a *forced* migration, ie: no sysvinit available, is achieved. So reaching systemd default will not be achieved either.
It is a forced migration already. 12.1 boots with that by default, it needs an extra effort not to, which you learn when it doesn't work.
