That's what I used to do for servers, it would be too tedious for desktops (workstations). And after recent minimalization efforts, it's quite annoying even for servers or testing VMs. (I guess whoever tried to test something on SLE15 knows what I'm talking about.) In my case, it's not really about minimizing the installation footprint to the extreme. It's rather about making the package management behave in a sane way. Which for me means that, except for actual dependencies, I can uninstall a package and it stays out until I decide to install it. I don't really want to add locks for every other package I decide to uninstall. The same goes for solver.allowVendorChange. I fully understand why the default is false and I even agree that it's probably more useful that way for most users. But not for me so I'm always changing it.
