Then, what is your primary question here, actually?
Reading the first post of this thread, I guess you want to distribute your modified images as the *official* openSUSE products (for example, under the name of "openSUSE Japanese Remix" or so) so that you can distribute them without removing openSUSE marks, and asked how you can get permission for that. The answer for this is already given by Bryen. ;-)
