Ther eis/was an issue on the machine producing the changelog for the snapshots. The error surfaced when that machine was updated to Leap 15.1.
This is documented in issue https://github.com/openSUSE/openSUSE-release-tools/issues/2128
And has since been fixed. The next snapshot should bring the announcement mails again.

Thanks, unfortunately the Changes.20190713.txt is empty. I presume this is due to the previously mentioned error. Anyway, it's useful to know where to look in future.
