Not every CPU that is i686 has PAE. And there *are* CPUs that are not from AMD and not from Intel which are sold today
Ah yes I was having desktops in mind. So the rule of thumb probably is to expect a PAE kernel for desktops and up, and not for small form factor lightweights.
