Why not ? most of the build failures are bugs, packages use wrong linking order... I think that qualifies as a bug. Oh, if we talked about filing the bug upstream I would agree. But for openSUSE, I would rather have us fixing real bugs.
As I said: I plan to disable as needed for packages that fail with it and be done. Feel free to spend your time enabling it again for packages you know to benefit from it.
