No, the problem is apper/packagekit can really get stuck in some operation for far too long. When using the "Updates" part of kcm_apper in 12.2 I saw it in "refreshing the metadata" (downloading, and I guess parsing) for a few seconds and then in "Finished"/"100%" for minutes. There is not a lot of discussion about it being broken.
