I guess that's theír very special setup. As far as I understood, codecs are in multiverse and multiverse packages are supplied by some offshore company that can't be held liable, i.e. quite a bit of legal work that was invested. IANAL so I can't tell if an equivalent setup would be possible for Novell and if the remaining risks (assuming there are some) would be acceptable for an US public corporation such as Novell.
