Yes, installing the RPM from factory solves the problem.
Ok, I've now added it to openSUSE:Tumbleweed.
I don't know if OBS will change the Requires-part of the calibre package to require python-cssutils >= 0.9.9 itself or if that needs to be done manually? Currently it looks like this:
rpm -qR calibre | grep python-cssutils python-cssutils >= 0.9.7a3
