As I type this, I am currently editing the openSUSE_Tumbleweed standard project in OBS so it will 100% exactly match the openSUSE:Factory snapshot project for i586 and x86_64 Once that is complete (I will write a mail when it's done) then, then yes, the repositories you have named openSUSE_Tumbleweed and Factory in Packman will be identical, and you'd be wasting build power if you built for both.
