Report this to the kernel guys, it is kind of expected as they strip the rebuild counter from release for their versioned directories.
Yes, it's intentional. It's a long-standing known issue, bug#916424.
Michal fixed now this by adding proper obsoletes to the very same version number (bug#867595).
