There is nothing to discuss. The current approach is wrong, nothing better can be done without involvement of OBS developers, they already bounced the problem off to "openSUSE release management" that does not exist as you explained.
Anyway, I guess it would have taken you less time to simply commit this update than merge PR if you think it is worth it, but for the sake of playing with gh ...

And that Ladies and Gentlemen is how you contribute to the our project. You gather the code, you analyze the problem and you propose a fix/workaround/feature. Everything else (especially talking on some mailinglist) is based on *THIS*.
The lesson learned - software.o.o cannot be maintained by external volunteers alone.
External to what exactly? Everything is there. software-o-o, OBS, the data. It just needs someone, like you, to debug the problem and come up with a solution/workaround/issue.
This MUST be driven and coordinated by openSUSE release management.
I guess you think because this team has "management" in their name that they have actual resources to direct? They don't, just a group of people that tries to do their best. If they can't pin-point/understand the problem, they can't. If they can't implement the fix, they can't...
