This is due to subtle changes between Apache 2.2 and Apache 2.4; 'User' is no longer an internal command but comes from external modules; I'd say the configuration is broken. If it's the default configuration of a fresh install, it surely warrants for a bug report. If it's on an updated machine: check for .rpmnew files in /etc/apache2; some things might just not have been put in place.

This is actually the main issue :) mod_authz is not used anymore.. you will need the module mod_unixd Make sure to have a look at http://httpd.apache.org/docs/2.4/upgrading.html Also: as stated earlier: if this is issues seen based on a regular Factory install, please report them as bugs.
