As I understand it, you're still using KDM, so the GDM lock functionality isn't available to you. GNOME detects this so the menu option is hidden from you. That part isn't actually a bug, changing the display manager from KDM to GDM resolves the issue. What is perhaps an invalid implementation however is not being able to use CTRL+ALT+L to lock by default. I detect (and I hope that this will not a "feature") that if you install an opensuse 13.1 system with KDE, and later I decide to install Gnome, the lock screen feature; a) doesn't appears in the gnome menu (between config apps and logoff session/off computer). b) if you try to lock the screen with Super+L also doesn't works. But, if you configure in Yast -> Configure editor of /etc/sysconfig files, to change KDE in favor of Gnome as windowmanager and displaymanager (with GDM), the lock screen runs without any problem (after a system reboot).
Because I understand that this is something misconfigured of a fail in the defaul config, I opened (or try) a ticket in bugtraq, but although it does not the first time I open a ticket there, do not seem to ship anywhere (not even reach me my copy to my email).
