The key parts are "used to be safe" and "without warning". A responsible distributor doesn't risk his users' data in this way.
conversly, a "responsible user" doesn't store data "expecting it to be save" in a system temporary directory, keyword *temporary*:
And, "a responsible user" makes backup's & test if restore is functioning satisfactory. period. Specially before doing anything drastic. Even then shit happens: Made regularly backups on two different external drives, and tested them, but in my darkest hour they both failed...
