I'd say both of these as well. I'd probably add that I think overall involvement has gone in GNOME for openSUSE 10.3. There are probably at least a half a dozen more big contributors external to Novell (vs 10.2) which I think indicates an overall rise.
What would be interesting would be to see how bug counts compare vs counts in Fedora and Ubuntu/Kubuntu.
