I do not know about "main" but reviewing http://www.freedesktop.org/wiki/Software/systemd/PredictableNetworkInterface... it does promise "Stable interface names even when hardware is added or removed" so this makes it topic for upstream bug report.
Thanks for the link. The primary objective seems to be that the interface names remain constant from boot to boot even when parallel probing. With my single interface I'm going to leave upstream and switch back to persistent following the hints in this thread.
