No, Kicker loses all its favorites, and gets the default ones instead. This is caused by the way this function works: it just removes the plasmoid and adds the other one instead, and it doesn't do anything special for specific types of plasmoids (like readding the previous favorites for application launchers). Kicker stores its favorites in the plasmoid specific config. If you remove a plasmoid, it's configuration gets deleted as well. OTOH, this allows to have several instances of the same plasmoids with different configurations. e/plasma-notes (one file per applet).
Kickoff OTOH does store the favorites in a global config file (~/.config/kickoffrc), so it pertains them. But therefore all kickoff plasmoids do have the same set of favorites. If you change them in one instance, all others are changed too.
