The most reasonable is to choose the same devel project where tmux is developed. I thought it was utilities, but devel:openSUSE:Factory is the winner of this contest.

Doesn't that mean there will be nowhere to get packages for SLE now? utilities seems like a more sensible place to me than devel:openSUSE:Factory. But I'm not an expert.
It is almost impossible to give you a recomendation if one don't know all your requirements ;-). In this case I'd say that moving both - tmux and wemux to utilities will be the most sanest way. Alternativelly link tmux to utilities and maintain wemux there.
Just to put things into perspective, tmux was added to devel:openSUSE:Factory and in Factory long before the utilities project even existed and another tmux package was added to it.
