Booting from an iSCSI hosted root filesystem is supported in SLE 12, which of course uses systemd.
The wicked enablement for that was implemented in 2014 for SLE 12 GA - https://github.com/openSUSE/wicked/issues/32
Indeed, so wicked refuses to shut down the interface even if requested to do so. So the systemd issue is not solved but rather papered over in wicked. That's the distro benefit for you that people were asking about.
