A likely reason is because bash-completion is a total maintenance nightmare, the rules were never really working well, and they were causing endless bug reports.
I keep hearing that other shells do a much better job than bash for completion. Maybe we can take some of those ideas and improve bash completion so that we can solve the problem once and for all instead of continuing to struggle with an inappropriate mechanism?
