Then I do not understand what the whole discussion is about.
If the root password is by default the same as the user password, the user can do everything - he only needs to enter the password.
If the root password is by default the same as the user password why does someone complain a normal user cannot set up something?
This is the default that YAST currently suggests during installation. This basically makes the there configured first Desktop User the "knowledgeable admin" type of user.
