Which is weird, as qemu spec contains: %config %_sysconfdir/%name/bridge.conf
If that's reproducible, it's worth of reporting a bug.
I can't reproduce it simply by reinstalling the package over itself with "zypper in --force qemu-tools". But I'm pretty sure that it happened because I suddenly found that I couldn't start VMs, and had not manually changed anything in /etc/qemu/.
