That's quite normal when a new snapshot gets released.
The mirrors will need a while to sync. As long as there are (nearly) no mirrors for the new files, the main server will/must be used, and that single server is obviously the single point of failure or at least slowness ;-)
After a new snapshot is announced, wait some hours. This gives the mirrors time to catch up, and makes the download much faster.

Can we please look at ways of improving this? Its ok if you can wait 3 hrs and come back but if you need to install specific programs or do local builds as part of your job waiting 3hrs isn't really acceptable its over 1/3rd of the working day and given how frequently snapshots are getting through if its happening multiple times a week its not a good situation for tumbleweed into the future. I have also had several users complain about this to me.

Case in point it just took almost 2 hours for me to do a local build of a tumbleweed package (about 110 deps), The package in question was still building in the devel repo so a server build was also out of the question. It didn't effect me tonight but there are times when this will seriously impact workflow especially when working on reasonably urgent tasks.
