avahi-daemon and avahi-dnsconfd don't require it.
But for example avahi-bookmarks (from the same package) expects, that .local domain is resolved (otherwise you will end with unresolvable domains).
In this case it is a circular dependency. Not actually in the rpm "Requires" sense (because nss-mdns does not have "Requires: avahi"), but http://0pointer.de/lennart/projects/nss-mdns/ says: "nss-mdns will not work unless Avahi is running! That makes Avahi essentially a hard dependency of nss-mdns." If the packages really need each other, it might be a better idea to ship them in the same source tarball (but that would have to be handled upstream).
