If network works ... and 12.3 has bug when networking does not work after installation. It is fixed in updated package, but to fix the problem updated package has to be installed during installation, not after ...
It only saves some time to add the update-repo _before_ doing the installation.
It allows distribution to actually benefit from fixes that fix installation issues.
My experience is that the update is done in the second phase of the installation, but in certain circumstances during the second phase, the network is not working and after finishing the installation and the network is not working at that moment, you have to reboot, after which, in my experience, there is a network and you have to start an update manually. At that moment you can also add more repositories, like packman, to fine tune the system. Compared to all the other work you have to do to have a system you want to work with, this is relatively a small amount of work. You might want to do this in a shorter time, but that requires more testing and development work before the final release. Apparent the community is not able to find the resources to do that.
