This could be also a side effect of the conflict in plymouth-quit-wait.service and plymouth-quit.service with the graphical.target as this now causes that both quit-wait and quit will not done anymore.
What does happen if the line
Conflicts=graphical.target
in plymouth-quit-wait.service and plymouth-quit.service will be removed?
