You've actually tried this yourself in "4.5"? There is no such menu item here. 4.5's settings menu is quite different from 4.4's.

I suspect that the xmlgui config for konsole changedin 4.5 and that introduced the bug. Can you see if you have a konsoleui.rc in ~/.kde4/share/apps/konsole/ (or anything ending in ui.rc)? If you quit konsole, move this file aside, and start konsole, does the Settings->Configure Profile... menu entry vanish?

No, that's the system copy that came with konsole in 4.5. You can move it aside if you like to tinker and see how xmlgui fails with no input data at all. In normal operation the contents of that file and of the user's changed version are merged to create the menus/toolbars that the user sees.
