According to upstream chat:

there's no application code changes in build 3.. it's automation process fixes and windows installer signing changes

They did now release 115.12.1, which basically only bumps the version number, as 115.12.0 was already "released" and couldn't be overwritten with build 3. So, 115.12.0 is fine to use.
