I use Karoshi (www.karoshi.org.uk), So I would only have to install basic Mandrake and then Karoshi on top. My record is 25 minutes. So thats 25*6 = 150minutes.
No, that's 25*6 = 150 for a bast-case scenario. There could be all kinds of mitigating factors that could push that back to a day, for one server. It's happened to me all the time. Mostly hardware-related, I should add.
Then I can either bring back all the users from backup....or worse case I would have to bulk user create.
You shouldn't have to do the latter -- your backups should be sufficient such that you can restore the whole thing en masse.
As this is from a Comma Seperated File, I would load it up in our bulk user creator and it would take about 5 minutes (guessimate) per year.
Yeck. I suppose you could do it that way -- there are perhaps more liberal ways of doing things. /etc/passwd is your friend here, though.
Basically Karoshi sets up the whole system with everything in place, all I have to do is bring back the users and thier work :)
It's a nice idea, but also your single-point of failure if that fails to work. I hope you know what to do, should it not run, for whatever reason. :P
Our print server went down the other day, it took me 30 minutes to get it up running and working again, including bringing back all print quenes etc. and it first print out.

I agree there could be lots of problems, but I am talking on a no hardware problems, straight installation, like I had with my print server.

Not sure what you mean about this?? I know how to setup all of my server from scratch anyway, without Karoshi, thats how we know how to write it in the first place. Could you explain this a bit more so I can answer.
