Yes, I have experienced this on my parent's machine
running Windows 98. I think the problem is caused from
the registry loosing its settings.
If you take a look in the following folder:
This is where your Newsgroup information settings are
Now, in theory, the location of that folder *should*
be in the registry, but when I looked for it, it
wasn't. Yet it was there, when the settings were

Although I wouldn't use RH (yuck). Personally SuSE is
much more stable.
