Another angle may be to study the eco-angle (there is a relevant howto), then get your local environmental pressure group to do all the collecting etc. for you.

EU legislation for Computer Manufacturers to be responsible for ultimate disposal. What is the current state on this... surely the actual content of PCs is such that they should be disposed of as hazardous waste rather than landfill. Our company removed some halon last year at an immense cost for disposal (and you need to ensure that you get appropriate disposal certs so that when the stuff turns up dumped somewhere you have evidence that you correctly disposed of it).
