That's interesting. I have never encountered this problem before. I am inclined to think it is a https problem, but you seem to think otherwise so I'll go with your jugdement.
Various of the RBCGFL's, including those involving RM, want to direct all browser traffic through their own proxies. By default squid only sends HTTP requests to parent caches. There is generally no point in directing HTTPS to any other cache, either parent or peer.
